PROBLEM TO BE SOLVED: To provide a plane handle device in which a rotor and a latch are free from a malfunction due to clogging by dust or freezing of residual water. SOLUTION: A communication gap 26 opened to the front side of a case 1 is formed between a lower side face portion 22a of a lock housing 22 housing the rotor 17 for a locking mechanism 6 and an inside face 1a of the case 1. A latch storage groove 25 formed in the lock housing 22 is opened at its lower end to the communication gap 26. A continuous hole 28 opened to the communication groove 26 is formed in the lower side inner face of a rotor storage hole 27 of the lock housing 22 and the rotor storage hole 27 is communicated at its inner end with a lower end 25a of the latch storage groove 25.
