PROBLEM TO BE SOLVED: To obtain a single-component primer composition having excellent chemical resistance and hot water resistance, and giving balanced adhesivity of various substrates to a thermosetting elastomer composition composed mainly of a polymer especially having≥2 alkenyl groups in one molecule and containing a perfluoropolyether structure in the main chain. SOLUTION: This primer composition contains (a) a polyepoxide compound, (b) an organic titanic acid ester and (c) a silane compound or a silicone resin compound having epoxy group as essential components. The primer composition has excellent adhesivity to various substrates composed of inorganic materials such as metal, glass, ceramics, cement and mortar and organic materials such as carbon and plastics and is suitably usable for the thermosetting elastomer composition.
