PROBLEM TO BE SOLVED: To obtain an emulsifying, dispersing and solubilizing agent excellent in emulsifying, dispersing and solubilizing properties, and a cosmetic composition containing the agent. SOLUTION: The cosmetic composition having excellent emulsifying, dispersing and solubilizing properties is obtained by using a polyoxypropylene (polyoxyethylene) fatty acid alkanol amide mixture as the emulsifying, dispersing and solubilizing agent and by compounding cosmetics to the agent, wherein the alkanol amide is represented by formula (1).
