PROBLEM TO BE SOLVED: To provide a sheet feeder for a rotary press, suppressing tension variation of a web resulting from a peripheral speed difference between a new reel and an old reel during splicing. SOLUTION: A driving means is controlled to change the peripheral speed difference between the new reel and the old reel during splicing, and a value for the tension variation arising in the web when pushing the web against the new reel is detected from each peripheral speed difference. The detected tension variation values are recorded together with corresponding operating conditions, and an optimum peripheral speed difference in each of the operating conditions is computed from correlated data between the obtained peripheral speed difference in each of the operating conditions and the tension variation value for minimizing the tension variation. The found optimum peripheral speed difference is stored in a storage means. After the optimum peripheral speed difference is found, the optimum peripheral speed difference corresponding to present operating conditions is read out of the storage means and the driving means is controlled to set the peripheral speed difference between the new reel and the old reel to be the optimum peripheral speed difference.
