PROBLEM TO BE SOLVED: To improve services for customers such as waiting time and riding time when performing single-deck operation in which a lower car single number machine and an upper car single number machine are intermingled in a building in which a virtual story cannot be set in a group management controller for a double-deck elevator. SOLUTION: When performing single-deck operation for using only an upper car or a lower car of each double-deck elevator in service, availability statistics means 1-7 for changing the respective number of upper car service cars and lower car service cars in accordance with the availability at the uppermost story and the lowermost story is provided.
