PROBLEM TO BE SOLVED: To obtain a primer composition exhibiting low-temperature curing properties and having excellent storage stability and adhesion. SOLUTION: This primer composition contains an isocyanate compound (A) expressed by formula (1), a curing catalyst (B), a film-forming agent (C), and a solvent (D). The primer composition contains the isocyanate compound (A) in an amount of≥65 pts.wt. based on 100 pts.wt. of components other than the isocyanate compound (A), the curing catalyst (B) and the solvent (D), and contains the curing catalyst (B) in an amount of 0.01-5 pts.wt., and further contains the solvent (D) in such an amount that the composition has a solid concentration of 15-50%.
