PROBLEM TO BE SOLVED: To solve the problem wherein a conventional radio communication system conducts unconditional paging for terminals located in a relevant area so that completely unrelated people are called and their business has to be interrupted, and to provide a portable radio communication system for paging preferentially a person in charge and avoiding interrupt in business of unrelated people, in order to conduct efficient and secure paging. SOLUTION: An integrated control device 1 of a portable radio communication system stores in advance a priority used for each terminal during emergency paging as a priority level corresponding to each connection device. When a call of a pre-set emergency paging number is made, the portable radio communication system conducts paging sequentially in order of a priority for a terminal to be connected to a connection device (5) closest to a connection device (6) connected to a calling terminal (a), by referring to a priority level corresponding to the connection device (5).
