PROBLEM TO BE SOLVED: To provide a surface treating agent which improves the solder wettability and oxidation resistance of Sn or an Sn alloy and to provide a surface treating agent which can give a solder paste having good storage stability and an Sn alloy plating reduced in whisker formation. SOLUTION: The surface treating agent for Sn or an Sn alloy comprises a benzimidazole compound represented by formula (1) and/or a salt thereof. In formula (1), R is a 17C or higher alkyl group.
