PROBLEM TO BE SOLVED: To provide a composition for forming a porous organic film composition that has a small pore size and is capable of forming a porous organic film having a low dielectric constant. SOLUTION: [1] The porous organic film contains following (A) and (B): (A) is an aromatic polymer having a crosslinking reactive group; and (B) is an addition polymer obtained by polymerizing a vinyl compound in the presence of at least one selected from the group consisting of an initiator having an aromatic ring, a terminator having an aromatic ring and a modifier having an aromatic ring.
