A thermal shielding plate having a substrate such as a glass plate and, formed thereon, a thermal shielding film containing fine ITO particles dispersed therein, wherein the thermal shielding film comprises a silicon oxide, at least two alkali metal oxides and fine ITO particles; and a method for manufacturing the thermal shielding plate, which comprises applying a fluid composition comprising at least two alkali silicates, a solvent and fine ITO particles and drying the fluid composition. The film also exhibits excellent oxygen shielding capability and thus can be suitably used for maintaining and enhancing the thermal insulating capability by fine ITO particles, and the method is suitable for manufacturing the plate on a large scale.
