PROBLEM TO BE SOLVED: To guarantee both or either of a content holder and a content user to have a distribution route or restrict the illicit distribution of digital content.

SOLUTION: A provider ID of a provider 40 distributed by the provider 40 is embedded with a digital watermark. A terminal 50 checks a certificate 41 of the provider 40 and stores a pair 56 of the provider ID and a content ID written in the certificate 41 at a license management part 55. The terminal 50 detects the watermark of the provider ID when using the content and determines whether the content may be used or not by checking if the provider ID stored in a tampering resistant area matches with the provider ID embedded in the watermark.
