<p><P>PROBLEM TO BE SOLVED: To provide a vehicle anti-theft device and a vehicle anti-theft system to prevent erroneous detection. <P>SOLUTION: Whether each door of a vehicle is locked is decided (Step S10), and if all of the doors of the vehicle are locked, an approach sensor starts detection to detect someone approach the vehicle. When the approach sensor detects someone approach the vehicle (Step S30), a side view camera and a back view camera start photographing of the exterior of the vehicle (Step S50).
