<p><P>PROBLEM TO BE SOLVED: To provide a load distribution processing system which realizes reduction of mutual communication required for load distribution in a system as much as possible, and obtains the performance in proportion to the number of load distribution devices. <P>SOLUTION: The system is provided with a first load distribution device 11 for analyzing higher layer information included in a reception packet to generate the attribute information of the reception packet, and transmitting a packet added with the attribute information; and a second load distribution device 12 for deciding the optimum server for distributing each packet on the basis of traffic condition information of the packet and the attribute information transmitted from each of the devices 11 to transmit the packet.
