PROBLEM TO BE SOLVED: To provide an abnormality monitor system which contributes to effective countermeasures by acquiring highly precise information without confusion when of an abnormality happens. SOLUTION: The abnormality monitor system applies signal processing such as compression and expansion to video signals transmitted from cameras 1, 2, 3, and 4 installed in places to be monitor to thereby reduce the data transfer volume and transmits a compressed composite video signal obtained by compositing a plurality of pictures into one picture or a compressed re-composite video signal to client PCs 38, 39, and 40.
