PROBLEM TO BE SOLVED: To simplify a network facility by accommodating traffic to a link or a path by each traffic flow and accommodating the traffic to the link or the path while taking into account the communication quality.

SOLUTION: The transmission capacity variable apparatus includes: a signal transmission/reception section for receiving an inputted main signal; a signal distribution section for distributing the main signal by utilizing main signal priority information attached to the main signal and preset signal distribution rules; a transmission/processing section for outputting the main signal to which the signal distribution rules are set in advance and assigned from the signal distribution section to the link or the path; and an apparatus operation section for controlling the signal distribution section.
