<P>PROBLEM TO BE SOLVED: To precisely carry out light distribution design in a vehicle head-light device in which a light emitting element such as an LED is used. <P>SOLUTION: In the vehicle head-light device provided with the light emitting element 1 in which a semiconductor is used and provided with an optical system including a reflecting mirror or a lens, the outline dimensional error of the tip part to constitute the light-emitting part of the light emitting element in which the focus of the optical system is set, or the outline dimensional error of the reflection part or the fluorescent material arranged at the surroundings of the tip part is made to be 0.1 mm or less, and it is made smaller than the position error of the light emission part against the reflecting mirror or the lens.
