PROBLEM TO BE SOLVED: To obtain information showing a patient's mental state and to provide mental care to the patient by use of the information obtained.

SOLUTION: Information on the patient's mental state is sampled by a sampling robot 80. The data sampled are stored in the memory of a charging/program rewriting device 90. The data sampled are sent from the charging/program rewriting device 90 to a server 5. A physician uses a physician's computer 4 to diagnose the patient's mental state according to the data sampled. An operation control program which controls the operation of the sampling robot 80 is selected based on the diagnosis result. The operation control program selected is sent to the charging/program rewriting device 90 from the server 5. When the sampling robot 80 is set in the charging/program rewriting device 90, the operation control program is stored in the memory of the sampling robot 80. The sampling robot 80 operates according to the operation control program selected by the physician.
