<P>PROBLEM TO BE SOLVED: To provide a development device that prevents a toner leakage and is excellent in operability when attached and to provide an image forming apparatus to which the development device can be attached. <P>SOLUTION: The process cartridge 1K has a photoreceptor unit and a development unit. The process cartridge 1K also includes a peelable seal 8 which seals the replenishment opening of the development unit, and a pressing plate 9 disposed on the peelable seal 8. In addition, a slit 7 is formed in the face of the pressing plate 9. One end of the peelable seal 8 extends from the slit 7. Some apertures 91 are formed in the face of the pressing plate 9. The wall face 92 of the aperture 91, which is the nearest to the slit 7 slopes and its cross-section has a tapering shape. Therefore, the wall face 92 and the peelable seal 8 forms an acute angle.
