PROBLEM TO BE SOLVED: To provide an assembling method of an instrument panel module which reduces man-hours for assembling, and easily carries out assembling work in a short time, when the instrument panel module is assembled before mounted to a vehicle. SOLUTION: A lower panel 30 on a driver seat side is previously formed free to open and close on an instrument panel 16 through a hinge porion 31. In assembling the instrument panel module 15, while the lower panel 30 is disposed at an open position, a steering column 19 is fitted to a reinforce 18 in the instrument panel 16 through its opening portion with a column cover 20 attached.
