Hand-operated leveling device comprises a welded frame (1) provided with a blade (2), a rake (3), and a first axle (4) with rubber-tired wheels (11) hinged to a vertical steering bar (6) provided with a first displaceable sleeve (7) fixed to the frame and a second displaceable sleeve (8) connected to a hinged rod assembly (9) joined via a fork (10) below the frame to a second axle (5) with rubber-tired wheels so that the frame has two positions. In an operating position in which the frame is lowered, the blade and the rake are in contact with the ground and the fork is lowered. In a rest position in which the frame is raised, the blade and the rake are not in contact with the ground and the fork lies upward on the frame. A draw bar (12) is provided below the two displaceable sleeves.
