PROBLEM TO BE SOLVED: To relieve a WWW site of a burden of monitoring the trouble of its own Web page.

SOLUTION: A trouble information management server 1 which manages trouble information about the trouble of a Web page disclosed at a WWW site 2 is provided with a trouble information acquisition part 101 by which information on the trouble of the Web page found when a user browses the Web page using a terminal device 3 is acquired from the terminal device 3 as trouble report information DT1; a reward payment process part 161 which performs a process for rewarding the user who sent the trouble report information DT1 acquired for providing the trouble information; and a trouble reporting part 102 which reports the trouble of the Web page to an operator of the WWW site 22 disclosing the Web page related to the acquired trouble report information DT1.
