PROBLEM TO BE SOLVED: To solve the problem that, in sharing the use of a communication line in a building to reduce the communication expenses, the transmission rates provided for the floors of the building or tenants therein cannot be fixed because of sharing the use of the communication line. SOLUTION: A communication line led into a building is not directly distributed but connected to a means for setting transmission rates respectively for the floors of the building or tenants therein before distributing the line. This technique ensures required communication speeds for the floors or tenants in the building. This allows communication lines used separately until now to be changed over to reduce the communication utilizing charge. COPYRIGHT: (C)2004,JPO
