PROBLEM TO BE SOLVED: To provide a transmitting device in an ultra wideband communication system which solves a spectrum problem and performs transmission and reception by a pulse. SOLUTION: Bands below 3GHz being a provision of a spectrum mask of an FCC and a 5GHz band used in the existing radio LAN system are avoided, 7. 5GHz is set to a central frequency for a transmission band to generate a carrier, and a baseband pulse is generated in a time interval that is the reciprocal-of-an-integer of the frequency is generated. The baseband pulse is defined as a rectangular wave with a length of one cycle of the carrier.
