In a dual ring network, a resource allocation method includes the step of determining at a network node whether a bandwidth allocation request message is received from one of the other nodes. If the request is received, it is determined whether one or more of two rings of the dual ring fulfill the request. If the rings fulfill the request, a path is allocated to one of the rings having a lower weighted cost. A resource allocation information notification message is provided to the other nodes. If the rings cannot fulfill the request, the process ends. According to an alternative resource allocation method, each of the nodes are provided with a primary and secondary transit queue (PTQ and STQ) and the allowed data rate is adjusted in dependence upon congestion and the size of backlogged packets in the STQ. The dual ring network may be a Resilient Packet Ring (RPR), SONET, Fibre Distributed Data Interface (FDDI), token ring, or the like.
