PURPOSE: Provided is a conductive rubber roller used as a development roller for adhering a toner to a photoreceptor in the imaging device of an electrophotographic apparatus to make electrical resistance be uniform and to improve charging property to a toner. CONSTITUTION: The conductive rubber roller(10) has a rubber layer(1) formed by using a rubber composition containing an ion conductive rubber mainly at the outermost layer, wherein the surface part of the rubber layer comprises an oxide layer and the rubber composition contains a filler for adjusting a dielectric loss tangent. The conductive rubber roller has a dielectric loss tangent of 0.1-1.5. Preferably the filler is carbon black and/or fatty acid-treated calcium carbonate. Preferably the content of the carbon black is 5-70 parts by weight and the content of the fatty acid-treated calcium carbonate is 30-80 parts by weight based on 100 parts by weight of the rubber component in the rubber composition.
