PURPOSE: Provided are an apparatus and a method of treating high contaminated wastewater using a main reactor, a bumpy tube reactor and an auxiliary reactor, thereby expediting stripping of nondegradable contaminant and expanding neutralization time by dilution and vortex. CONSTITUTION: The apparatus comprises a water tank; a sieve for separating wastewater into solids and liquid; and at least one neutralization reactor(20,30) for purifying wastewater by physical treatment such as aeration and mixing and chemical treatment such as hydrolysis and stripping by oxidizing agent, alkali agent and coagulant, wherein the neutralization reactor(20,30) includes a main reactor(40), a bumpy tube reactor(50) which has a plurality of bumps therein and an auxiliary reactor(60) which are connected to each other via a circulation pipe(2) and wastewater circulates through the respective reactors(40,50,60) at high speed by a circulation pump(1), so that hydrolysis is caused by dilution and vortex induced by strong impact between the wastewater and the bumps in the bumpy tube reactor(50).
