PURPOSE: An image format converting device and a method in a video signal processing system are provided to previously calculate a spatial position of an output sequence for one period, and to repeatedly apply calculated results, thereby reducing calculations and hardware size while maintaining a high-quality image during an image format conversion process. CONSTITUTION: An analog-digital converter(10) samples primary color signals, and converts the sampled signals into digital signals to output the digital signals. A color space converter(20) converts the digital signals into a luminous signal(Y) and color signals(U,V) to output the converted signals. A storage(40) stores varied linear interpolation coefficients at a lookup table. A horizontal scaling unit(60) linearly interpolates one period of the luminous and color signals, and repeatedly outputs linear-interpolated results, to perform a horizontal scaling. A line memory(80) temporarily stores a horizontally scaled signal. A vertical scaling unit(100) linearly interpolates one period of the horizontally scaled signal, and repeatedly outputs interpolated results to perform a vertical scaling. A frame memory(120) stores horizontally and vertically scaled signals, and converts vertical and horizontal frequencies of the scaled signals.
