PURPOSE: A security monitoring camera for capturing a still image and a system using the security monitoring camera are provided to store a high-resolution still image of a motion of a person or object in a buffer when the motion is detected to transmit the still image to a management host. CONSTITUTION: A security monitoring camera includes at least one image sensor(12), a digital signal processor(13), at least one motion picture compression unit(14), at least one motion sensor(21), at least one still image unit(22), and at least one still image storing buffer(23). The image sensor converts an optical signal of an object, received through a lens(11) into an electric signal. The digital signal processor converts a motion picture captured by the image sensor into a digital signal. The motion picture compression unit compresses the digital signal. The motion sensor senses a motion of the object. The still image unit converts the motion picture, which has been converted into the digital signal by the digital signal processor, into a still image when the motion sensor senses a motion of the object. The still image storing buffer stores the still image.
