PURPOSE: An animal and bird repelling apparatus comprising a rotating vessel attached with a bird's eye pattern(5) for inducing an optical illusion of bird on its surface and wind vane and containing a bird repelling agent in its inside is provided, which can basically block approaching animal and bird. CONSTITUTION: This apparatus comprises: a bird repelling agent(1) obtained by mixing pyroligenous acid and sodium carboxymethylcellulose(CMC) as main materials, sodium acrylate, granular charcoal, naphthalene and starch syrup as subsidiary materials in a ratio of pyroligenous acid:CMC:subsidiary material of 50-80:20-40:10-20 and forming in various shapes; and a vessel(2) perforated by a plurality of holes(3) for containing the bird repelling agent. A specular surface(4), wind vane(13), a bird's eye pattern(5) for inducing an optical illusion of bird are attached to the vessel.
