The device has a convoy with a tractor truck (2) and a trailer (3). The trailer has an attachment unit (3b) that couples with a trucks fixing unit (2b). The trailer has a water tank (10), bituminous emulsion tank (11), additives tank (12), and cement tank (13) filled with water, bituminous emulsion, additives, and cements, respectively to manufacture and displace cold cast bituminous mixture from mixer (8) on road surface. The truck (2) has a sand extractor conveyor (5) associated with a sand bin (4). An Independent claim is also included for a method for manufacturing and applying of a cold cast bituminous mixture on a road surface.
