The device comprises a casing (1) which receives a spindle (4) on which the roller (7) is fitted and a water gallery (14) parallel to the spindle. There are water jet dispersion orifices (17) with adjustable orientation. The water jets create an emulsion at the heart of the roller bristles which rotate rapidly and expel the emulsion created by the water jets.
