PROBLEM TO BE SOLVED: To initiate only switching processing of a repeater circuit without initiating switching processing of a host protocol line when a fault occurs on a repeater line of an active system. SOLUTION: When occurrence of a fault on the repeater line of the active system is detected, from the detection of the fault occurrence to the lapse of a predetermined fixed protection time, a receiving apparatus 122 inserts idle data into a data stream of the host protocol and sends it to a high-order protocol line 132.
