PROBLEM TO BE SOLVED: To prevent an electrostatic discharge hazard and disaster of a device, a line, or an article (article etc.). SOLUTION: A discharge hazard-causing capacity of an object is defined as a discharge voltage which the article etc. receives when the object electrically discharge to the article etc., performance of a material for electrostatic countermeasure is defined as differences of the hazard-causing capacity of the object on the material before and after applying the electrostatic countermeasure to the material, performance of antistatic material is defined as differences of the hazard-causing capacity of the material before and after applying antistatic process to the material, and static eliminating capability of a static eliminator is defined as the differences of the hazard-causing capacity of the object before and after static elimination of the object by the static eliminator. By making the related respective elements to be evaluated by the same physical value capable of comparing, materials for electrostatic countermeasures, antistatic materials, and the static eliminator are selected so that the hazard-causing capacity of the object after carrying out the countermeasures becomes smaller than the net electrostatic resistance of the article etc. defined as the discharge voltage inputted into the article etc. from the object when the electrostatic discharge hazard has occurred in the article etc. COPYRIGHT: (C)2004,JPO
