PROBLEM TO BE SOLVED: To provide a dustless heat insulating material which has high heat insulation and excellent low dusting properties, which can prevent an outgas from being generated, and which can deal with piping of a complicated protruding shape, etc. without adhering a refuse to the surface of an outer layer material due to a static electricity and to provide a method for manufacturing the same. SOLUTION: The dustless heat insulating material includes a core material 4, and the outer layer materials 2, 3 with which the core material is covered. The peripheral edges 5, 5 of the outer layer materials are sewed 50 and heat fusion bonded 51. A heat insulating layer made of an inorganic molding for heat insulating the pipe of the dustless heat insulating material which is mounted at the pipe is covered with a heat insulating resin so as to prevent dusts from being generated.
