PROBLEM TO BE SOLVED: To provide an improved data decoding system. SOLUTION: A decoder 100 comprises a discriminator 115 and a threshold generator 116. The discriminator 115 receives a signal, and when the signal is lower than the threshold level input to the discriminator 115, it generates an output voltage equivalent to the first voltage. When the signal is higher than the level, it generates an output voltage equivalent to the second voltage.
