PROBLEM TO BE SOLVED: To provide an electronic advertisement distribution device, method and program capable of precisely providing information from a store to consumers and dealing with ways the consumers purchase merchandise.

SOLUTION: The store 300 provides merchandise advertisement information (o) to an information distribution company 400. When purchasing merchandise a consumer 100 sends a request (q) for merchandise advertisement information to the information distribution company 400 according to the category or the like of the merchandise to be purchased. The information distribution company 400 creates customer-oriented electronic flyer information (p) according to this merchandise advertisement information (o) and provides this electronic flyer information (p) to the consumer 100 upon request of the consumer 100 for the merchandise advertisement information. The consumer 100 purchases merchandise either by questioning the store 300 according to the electronic flyer information (p) provided by the information distribution company 400, or by going to the store 300 for direct negotiation (r).
