<P>PROBLEM TO BE SOLVED: To provide an IC card issuing apparatus and an IC card issuing method capable of guarantee to issue a proper IC card by confirming propriety and consistency of data at an optimum timing in an IC card issuing process. <P>SOLUTION: The IC card issuing apparatus issues the IC card 2 based on data input from a authentication station. A control part 10 verifies consistency of the input data and the IC card 2 before writing issuing data to the IC card 2.
