PROBLEM TO BE SOLVED: To provide a water-based undercoat material composition excellent in adhesion between various substrates and upper coat materials and capable of preventing occurrence of swelling and crack. SOLUTION: The water-based undercoat material composition consists essentially of (A) a vinylidene chloride-based synthetic resin emulsion containing at least vinyl chloride and vinylidene chloride as a monomer component constituting a resin and having 20-50°C glass transition temperature and (B) an acrylic synthetic resin emulsion containing at least one kind of polar group-containing monomer selected from a group consisting of a hydroxy group-containing monomer, an epoxy group-containing monomer, a carboxyl group-containing monomer, an amino group-containing monomer, an alkoxysilyl group-containing monomer and a nitrile group-containing monomer in an amount of 1-15 wt.% based on total monomer component as a monomer component constituting a resin and having -30 to 20°C glass transition temperature, and the composition is obtained by mixing 100 pts. wt. solid content of the component A with 20-100 pts. wt. solid content of the component B.
