PROBLEM TO BE SOLVED: To provide a cosmetic and a skin care preparation for external use using a new highly safe and industrially advantageously producible oily base having an excellent feeling of use, imparting a soft feeling or a wet feeling to the skin or hair and readily obtained even from a raw material derived from a plant. SOLUTION: The cosmetic and the skin care preparation for external use comprise an ether diester represented by formula (1) (wherein, one kind of R<SB>1</SB>, R<SB>2</SB>and R<SB>3</SB>denotes a 1-4C hydrocarbon group, and the other two kinds denote each independently a 7-32C hydrocarbon group).
