<P>PROBLEM TO BE SOLVED: To steadily replenish a development chamber with toner from a toner container as toner in the development chamber decreases, in a development device that replenishes the device with toner from the toner container without using a replenishment sensor by use of a toner stay section provided on a stir-conveyance path in the development device. <P>SOLUTION: First and second stir-conveyance means are disposed in the development chamber that has a toner circulation pathway. The first stir-conveyance means includes an area where its conveying capability is reduced. The conveying capability of the part of the first stir-conveyance means which is upstream of the conveying capability reduction area is made greater than the conveying capability of the second stir-conveyance means.
