PROBLEM TO BE SOLVED: To provide an Internet access management technology for enhancing security in an access from an external part into an internal system through the use of a browser phone by furthermore accurately identifying a caller. SOLUTION: The Internet access management system is provided with: a reception section 60 for acquiring browser phone unique information and caller unique information of a caller from the browser phone 1 through line switch communication using a telephone line network 2f; an authentication section 41 for authenticating the caller on the basis of the browser phone unique information and the caller unique information and temporarily recording the permission of an access by the authenticated caller; and an internal access management section 42 for permitting the access from the browser phone to the internal system through packet switch communication using the Internet 2c so long as the permission of the access by the caller is recorded.
