A trouble detection server (10) calculates at a predetermined interval, a measurement average value of the measurement values collected in the past. When a measurement value is collected from a cable modem (CM), the trouble detection server (10) adds or subtracts a predetermined difference threshold value to/from the measurement average value so as to set a trouble judgment threshold value to decide whether trouble is present. A trouble analysis server (12) subjects the judged trouble information to screening processing so as to remove input-logically contradictive trouble information. By obtaining a difference between the preceding trouble information after screening and the current trouble information after screening, trouble information which has been changed and new trouble information generated are extracted, after which a state judgment is repeated at an upstream connection point with respect to the cable modem (CM) having trouble information, thereby estimating the position where the trouble has occurred.
