PROBLEM TO BE SOLVED: To provide a magnetic encoder with excellent water resistance, brine resistance, and the like, made by joining a stainless steel sheet to a rubber magnet. SOLUTION: This magnetic encoder is made by layering, on the stainless steel sheet, a primer coating adhesive agent containing copolymeric oligomer (and an organic phosphorus compound) of amino-group containing alkoxysilane with vinyl group-containing alkoxysilane, a face coating adhesive agent containing a phenol resin and an epoxy resin, and a rubber magnet with NBR or ethylene/methyl acrylate copolymeric rubber as a base polymer.
