PROBLEM TO BE SOLVED: To provide a cosmetic having low irritancy and excellent humectant effects. SOLUTION: The cosmetic comprises one or more kinds selected from the group consisting of lactic acid and a lactate and at least one kind of compound in the followings (A) to (C) and has pH4-8. A method for improving the humectant function of the cosmetic is carried out by regulating the pH of the cosmetic comprising the one or more kinds selected from the group consisting of the lactic acid and lactate to 4-8. (A) is an ingredient having antiinflammatory actions and (B) is a hyaluronic acid production promoting substance. (C) is an ingredient having excitometabolic actions. COPYRIGHT: (C)2004,JPO
