<P>PROBLEM TO BE SOLVED: To solve a problem that toner is accumulated in a space formed by the lower part of a supply roller, the lower part of a developing roller and a sheet member, and an insufficiently electrified toner accumulated in the space is directly picked up by the developing roller, scattered by the rotation of the developing roller and adheres to an image carrier, thereby, an image is stained. <P>SOLUTION: The developing device is equipped with: a supply roller 102 for supplying the toner to a developing roller 101; an accumulating member 104 for accumulating the toner to be supplied to the roller 102; and a scattering preventing member 103 provided so that the toner scattered from the roller 102 is fed back to the member 104.
