<P>PROBLEM TO BE SOLVED: To realize time lease of software without always connecting to a network. <P>SOLUTION: When a user connects a client computer 3 to a server 1 through a network 2 and inputs user authentication data, software discrimination data, and a desired time for use, the server 1 authenticates the user on the basis of a user information database A and issues a prepaid file B having software discrimination data, use permitted time data, user authentication data, and issue discrimination data stored therein, in successfully performing of authentication processing. The issued prepaid file B is downloaded to the client computer 3 and is analyzed by a preliminarily introduced utility program E and is written in a prepaid operation file G. In this case, the use permitted time related to the acquired prepaid file is added to the use permitted time related to corresponding software discrimination data when the latter use permitted time is not 0.
