PROBLEM TO BE SOLVED: To provide a spot size converting element which can convert a spot size of an optical waveguide in a waveguide embedded type optical circuit with low loss. SOLUTION: A lower clad 102 provided on a substrate 101, a core region 104 having a shape whose head gradually becomes narrow and which is provided on the lower clad 102, an upper clad 103 covers the lower clad 102 and the core region 104, and an optical resin layer 105 covers the upper clad 103 are provided. The core region 104 functions as the first core, and a laminated body consists of the lower clad 102 and the upper clad 103 functions as the first clad. Also, the laminated body functions as the second core as well, and the optical resin layer 105 functions as the second clad.
