PROBLEM TO BE SOLVED: To provide a binder resin for a toner having improved fixing strength on a recording medium such as paper and further having superior anti-breaking and anti-peeling strengths while retaining low temperature fixability, anti-offset properties, durability as a toner and storage stability, and to provide a toner comprising the binder resin and a method for manufacturing the toner. SOLUTION: The binder for a toner consists of a polymer which is obtained by polymerization of a compound containing two or more isocyanate groups and a poly-active-hydrogen compound containing a polyoxyalkylene bisphenol A ether compound and a polyester polyol containing a linear alkylene chain as a component and having a number average molecular weight (Mn) (expressed in terms of polystyrene of a THF-soluble component) of 360 to 1,000, which has urethane or urea bonds in a backbone, and which has a number average molecular weight (Mn) (expressed in terms of polystyrene) of a THF-soluble component of 1,500 to 20,000. The toner is obtained by incorporating internal additives such as at least a colorant into the binder for a toner and has a number average molecular weight (Mn) of 1,200 to 18,000.
