PROBLEM TO BE SOLVED: To provide a transparent conductive film with a high visible light transmission rate, wherein the yellowish tinge of transmitted color is lighter than that of the conventional one, especially the surface resistance value is 200Ω/SQUARE or less, and the adhesiveness of the substrate and a film is high. SOLUTION: On the substrate, at least a high refractive index layer, a low refractive index layer, and a transparent conductive layer are laminated in this order, and the refraction index of the high refractive index layer is 2.0-2.6, the refraction index of the low refractive index layer is 1.3-1.6, the refraction index of the transparent conductive layer is 1.8-2.5, and the thickness of the transparent conductive layer is 30-150 nm.
