PROBLEM TO BE SOLVED: To provide an optical device and an optical module which can be made small-sized. SOLUTION: An optical device 1 has a package 4, in which a light emitting element (LD), a driving circuit driving the LD, etc., are arranged. The package 4 has a laminated ceramic wiring board 9, which is fixed to the top surface of a bottom plate 12. To the front of such a package 4, a sleeve 19 receiving a ferrule of an optical connector plug is fitted through an alignment sleeve 26. A heat radiation sheet 27 with flexibility is fitted to the bottom surface of the bottom plate 12. The heat radiation sheet 27 radiates heat generated in the package 4 to a housing of the optical module and a flexible printed board 29 is fitted to the top surface of the laminated ceramic wiring board 9.
